primary products are listed below with a brief synopsis of
each product, more detailed information about each product can

addition to these products, PDS has developed hundreds of
software projects for private use or for specific customers
and needs. Most products are database tracking systems
utilizing powerful, ANSI-92 compliant database servers.
CD-Plus is our flagship community development management product. CD-Plus has been used at agencies throughout the United States since 1982. A customized, address-based product featuring primary modules of Permitting and Inspections, Code Enforcement, Business Tax / Occupational Licensing, Development Review, and Growth Management. With dozens of interfaces to Financial Systems, GIS, Document Imaging Systems, Online Plan Review, Mobile Interface Systems, and Telephone / IVR Systems; we are proud to work with many partners and third-party vendors that help our customers get the most utility and efficiency out of their system.
Utopia is our powerful community development management product designed for smaller jurisdictions. Utopia uses a completely different pricing and maintenance structure which makes advanced community development management affordable for everyone. Like CD-Plus, Utopia is an address-based system and features the primary modules of Permitting and Inspections, Code Enforcement, Business Tax / Occupational Licensing, and Development Review. Utopia customers have the same access to all the interfaces with partners and third-party vendors as CD-Plus.
